The KBR UABOS Program provides comprehensive BASE OPERATING SUPPORT – INSTALLATION (BOS-I) services at Incirlik Air Base in Turkey. These services support the 39th Air Base Wing, mission partners, and tenant units, including transient, temporary duty (TDY), permanent party, and rotational personnel. The program ensures seamless functioning of operations, maintenance, and support activities essential for mission readiness and operational effectiveness. The UABOS (Turkey) Chief of Engineering provides leadership over planning, design, and construction services, focusing on optimizing installation assets at Incirlik Air Base and supporting Geographically Separated Units (GSUs). Responsibilities include overseeing Programming, Planning and Program Development, Project Management, Community Planning, Project Design, and Escort services. The Chief manages the NexGen IT system (Tririga) or its successor, ensuring integration with engineering and construction operations. The role serves as a liaison to the DCE and is critical for infrastructure and asset management strategies. Duties include strategic leadership, supervision of engineering functions, policy development, team leadership, project delivery on time and budget, compliance with regulations, budget planning, technical evaluation, and DoD standards compliance. Basic qualifications include U.S. citizenship, valid U.S. driver's license, English fluency, valid passport, active or obtainable DoD secret clearance, eight years of relevant experience (four in supervision), a Bachelor's degree in Engineering or Architecture from an ABET accredited institution or equivalent, and registration as a Professional Engineer or Registered Architect. DoD installation-level experience is required. Preferred qualifications include a Master's degree, additional certifications, 10 years of leadership experience, and a proven track record in managing large-scale projects.
